Promote Education Freedom at the State Level.
Ensure that students receiving Florida’s Personalized Education Program (PEP) scholarships can take “a la carte” courses (for a fee) at public schools.
Promote Education Freedom at the National Level.
Leverage Florida’s K-12 success to benefit students in other states via Education Savings Accounts (ESAs) and via participation in the federal education tax credit scholarship program.
Promote Education Freedom in Higher Ed.
Make future performance funding for state universities conditional upon a school’s successful participation in the Board of Governor’s annual survey assessing how well each university cultivates respect for free expression and viewpoint diversity.
Enterprise
Defend Against Attacks on Florida’s Property Insurance Market.
Resist efforts by billboard attorneys to weaken recent reforms that are stabilizing the market, reduce the state’s exposure through Citizens Insurance, bring new insurers into Florida, and reduce frivolous litigation.
Drive Solutions to Florida’s Housing Affordability Crisis.
Address Florida’s housing affordability issues through policy solutions that remove government obstacles like burdensome and costly land-use regulations, regressive impact fees, and permitting processes that increase housing costs and discourage development. Housing supply solutions include Accessory Dwelling Units (ADUs), lots size and dwelling flexibility reforms, and building code adjustments that reduce obstacles to new construction.
Protect Interchange Fee Agreements.
Continue to protect Floridians from interference with business-to-business contracts benefitting consumers and small businesses. Resist government overreach efforts to sever state taxes from interchange fees as this will restrict the availability of credit for Floridians, weaken security protections, reduce card benefit programs, and impose new obligations on networks and providers.
Governance
Provide Solutions to Reforming Florida’s Property Tax.
Lead the charge on reforming Florida’s outdated property tax system (which punishes homeowners with continually rising assessments and burdens families with a perpetual tax on unrealized gains) by supporting policy solutions that promote housing affordability and homeownership, while reducing local governments’ unhealthy reliance on ad valorem taxes.
Ensure Proper Separation of Powers and Legislative Authority.
Continue to promote legislative oversight over regulatory agencies, including targeted review of rules, sunset reviews, and other mechanisms to ensure the roles of each branch are streamlined and properly maintained.
Protect Florida’s Litigation System.
Engage in efforts to protect Florida’s litigation system by addressing reasonable limitations on the use of third-party litigation financing, imposing appropriate safeguards on litigation financing and requiring disclosure when these arrangements are utilized.
Healthcare
Increase Healthcare Choice and Competition.
Support efforts to supplement healthcare options for Floridians through expansion of certain medical functions such as dental therapists, autonomous practice by certain psychiatric nurses and other policies that reduce healthcare costs and expand access to services.
Tech & Innovation
Digital Freedom and Privacy Protection.
Oppose legislation requiring government ID verification for digital platforms, which creates cybersecurity risks while chilling free speech. Americans shouldn’t need government permission to participate in online discourse. Support alternative age verification methods that protect both minors and constitutional rights.
Accelerate AI Innovation Leadership.
Position Florida as America’s artificial intelligence (AI) capital by establishing clear, innovation- friendly regulations that encourage investment while ensuring responsible development. Create statewide AI governance frameworks that provide regulatory certainty for businesses and protect consumers without stifling breakthrough technologies that can improve healthcare, education, and economic opportunity.
Modernize Communications Taxation.
Make permanent the prohibition on municipal Communications Service Tax (CST) increases and require transparent public reporting on CST revenue usage. Eliminate redundant telecommunications taxes that burden consumers and discourage broadband investment in underserved communities.
Strengthen Cybersecurity Resilience.
Establish legal safe harbor protections for organizations that follow state cybersecurity standards, encouraging proactive security investments rather than reactive litigation. Expand public-private partnerships for cybersecurity workforce development to address Florida’s growing demand for skilled professionals.
Maximize Broadband Infrastructure Investment.
Ensure federal broadband funding deploys the most cost-effective technologies to connect rural and underserved communities. Eliminate regulatory barriers that delay infrastructure projects and support technology-neutral policies that leverage both fiber, wireless, and satellite solutions.
Enable Modern Workforce Flexibility.
Allow businesses to provide portable benefits to independent contractors without triggering employment reclassification, supporting the growing gig economy while ensuring workers have access to healthcare and retirement benefits across multiple income sources.
Prepare Students for an AI-Driven Economy.
Expand Florida’s pioneering digital literacy leadership by implementing AI education standards that teach students practical skills for the modern workforce. Students will learn to leverage AI tools effectively, critically evaluate AI-generated content, and understand both the capabilities and limitations of emerging technologies.
