Luis Betanco-Tellez appeared in federal court yesterday with quite the story to tell.

Our tale begins back in January 2023, when, according to court records, Betanco crossed the border near Del Rio, Texas. Border Patrol agents immediately determined that Betanco was an illegal alien, but as this incident occurred during the Biden Administration, he was released into the interior of the United States. He never reported in to an ICE field office, as required.
Fast forward to February 2026, when Betanco was picked up in Shakopee on multiple counts of domestic assault and fleeing police.
On March 27, around 11 pm, Betanco was to be released from the Scott County jail in Shakopee into ICE custody. During the handoff, inside and outside of the jail lobby, Betanco (while handcuffed) made a run for it into the night and escaped, perhaps with the assistance of an unidentified female relative.
On April 1, a federal district magistrate judge signed a warrant for Betanco’s arrest. Records show that he was booked into the federal lockup at the Sherburne County jail on April 13. Yesterday he appeared in federal court. He remains in federal custody for the time being.
It’s been a big week in federal court for “Minnesota Men.” I coined the term “Minnesota Man” to describe an illegal alien man (or woman, there have been a few) who has been criminally prosecuted by the U.S. Dept. of Justice since Donald Trump began his second term as President early last year.
So far, I’ve been tracking 140 such cases in federal district court. The vast majority have resulted in the defendant being deported, with a handful of others being sentenced to prison terms ranging up to 10 years (for other crimes). These are your neighbors as Time magazine honoree Mayor Frey likes to say.
Arcadio Carrera-Flores of Mexico was sentenced on Monday to time served on a federal gun charge. Charges involving fake IDs and illegal immigration were dropped as part of a plea deal.

Carrera had earned Minnesota Man of the Day honors back on November 22, owing to the gun charge. Prosecutors took the additional step of getting the federal district judge in the case to order Carrera’s deportation from the United States.
Also on Monday, Angel Chimbo-Viracucha of Ecuador pled guilty to illegal reentry into the United States and was sentenced to time served.

The understanding it that Chimbo will be deported back to Ecuador where he will return to his home in Quito (which he owns) and restart his floor finishing business.
Diego Perez Mejia had earned Man of the Day honors back on August 19 for his state conviction for statutory rape. He impregnated a 13-year-old girl who had been left in his care.

Yesterday, Perez pled guilty in federal court to failure to register as a sex offender. Sentencing in his case will be scheduled at a later date.
The long and winding road for Jose Antonio Caban, Jr. included a stop today in federal court.

Caban had pled guilty back in 2020 to a felon-in-possession gun charge (.40 caliber pistol) and was sentenced to 5 years in federal prison. Court records show four previous state-level felony convictions.
Now out, Caban was picked up on a probation violation and is due back in court on May 7.
