ICE is still arresting people in Minnesota — but the tactics have changed.

U.S. Immigration and Customs Enforcement [ICE] has arrested more than 900 immigrants across Minnesota since March, according to a Star Tribune analysis of federal records released by the Deportation Data Project spanning March through early August.

A review of the data also shows immigration officers have changed tactics. They are now picking up individuals in local law enforcement custody at higher rates than targeting immigrants at work or home.
Compared with Metro Surge, when just 3% of detained individuals were custodial transfers, about 70% of detainments after the operation appear to be people in or near county jails, as well as transfers from state penitentiaries and federal prisons.

About 80% of those detained by ICE since March had criminal records or pending charges, according to an analysis of the data, an increase from Operation Metro Surge.

Removals were also at a record high in July. Nearly 34,000 people were removed from the US last month, the most since the start of the second Trump administration.
But back to Minnesota. I’ve been tracking individual habeas corpus petitions, seeking to free illegal aliens held in ICE custody, filed in federal district court, over that same late-March to early-August timeline. Over the period that ICE was arresting more than 900 noncitizens, there were about 275 habeas petitions filed, covering roughly 30 percent of those detained.
Over that period, some 98 habeas petitions succeeded in gaining the release of the alien. Of course, this initial success may only delay the inevitable, as whatever technical issues resulted in their release are cured.
